The Board of Trade's letter suggests that section 22 should not apply to seamen because their case is already provided for in section 21:

I submit that all that is required is to point out that section 21 refers to a seaman discharged from his ship in the Colony, or wrongfully left behind in the Colony and that section 22 is required to apply to a seaman out of employment brought to the Colony as a destitute passenger. I am unable to furnish the statistics mentioned by the Acting Attorney General, perhaps the Police might be able to do so.
